HIGHLIGHT ON SOME OF THE ON-GOING & COMPLETED PROJECTS IMPLEMENTED AND SUPPORTED BY NIC KARIMGANJ DISTRICT:

I.       District Treasury:  Karimganj District Treasury was computerized by NIC, Assam State Unit in September, 2000. Since then the system has been working smoothly with constant support from NIC, Karimganj. All transactions related to payment as well as receipts are made through the computerized system along with reports required for AG & RBI. Exclusive training to the staff of Karimganj Treasury imparted by NIC, Karimganj. This is one of the successful computerized project implemented and maintained by NIC, Karimganj and supported by NIC, Assam state Unit in a very fruitful manner.   

II.      Teacher’s Database:  All teachers data for Primary, Middle, High School & H. S. Schools of Karimganj District are collected and entered in the computer of NIC Karimganj and the process is completed during September, 2002. NIC imparted training to the staff of IS, DEEO and DI for using the software. All the data are merged and submitted to the Coordinator ( Teacher’s Database), NIC, Assam State Unit from where the soft copy as well as reports are submitted to the Education Department, Govt. of Assam in the 1^st week of October, 2002. The process of updating the data is under process.

III.   District & Session Judge Court :  The Court is well equipped with software and hardware supplied by NIC. NIC, Karimganj has installed software ‘LOBIS’ under FOXPLUS/ UNIX platform and necessary training imparted to the staff of District & Session Judge Court, Karimganj . Data entry for generating daily cause list are going on. Internet connectivity provided to this office from NIC Karimganj.

IV.     CNAA Project :  CNAA( Community Needs Assessment Approach) project meant for the office of Addl. C.M.O., Karimganj is implemented in Karimganj District by NIC, Karimganj. NIC, Karimganj collected necessary software from NIC, Assam state Unit and installed in the machine of Addl. C.M.O., Karimganj. Also, training imparted by NIC to the staff of Addl. C.M.O. for entering monthly data and generating reports. Internet connectivity provided to this office from NIC Karimganj.

V.       PWD ( Roads ) : NIC Karimganj is actively involved for implementation of PMSGY project in the office of PWD(Roads), Karimganj. Provide necessary support whenever required for uploading online data for this office. Recently, Internet connectivity provided to this office by NIC, Karimganj with necessary support to one staff.

VI.    District Industries and Commerce Centre : Software required for PMRY developed by NIC, ASU installed in NIC machine and training imparted to one staff of DI & CC, Karimganj for storing data and generating reports for PMRY. List of Small Scale Industries of the Karimganj District entered in NIC Karimganj and report generated for DI & CC.

VII.    L.R.C :  As per the LRC project guide line, NIC, Karimganj has been providing full support for capturing Jamabandi data. Already data entry for Patharkandi Circle has finished and data for other four circles will be entered after completion of Settlement Operation. The process for converting whole data to 'DHRITREE' is going on. The future plan is to link LRC database with the digitized Cadastral map for easy gathering of information.

VIII.   DC’s Office, Karimganj :  Almost all of the branches of District Administration have machines. NIC has been giving technical support to all branches for any problem reported. Moreover, NIC, Karimganj has been constantly providing support to the District Administration for the following  projects :

1.  Election : During Election( Parliamentary/ Assembly/ Panchayat/ Municipal & Town Committee) randomized allotment of Polling officers and appointment letters for Polling Officers, Counting Staff, attendance Sheets, remuneration list, EVM distribution list etc. are done by NIC Karimganj. Different forms prescribed by the Election Commission of India are prepared in NIC Karimganj and send over Internet. Transmission of counting data during counting process is done by NIC.

2. Pay Bill : Monthly Pay bill for the DC’s establishment and reports required in the Treasury are generated in NIC Karimganj. Imparted training to the staff of personnel branch to meet different problems for generating and printing reports.

3.  PEEP ( Performance Evaluation & Enhancement Programme ) : This  is a web enable application developed by NIC, Assam State Unit through which monthly progress report of NMBS, NFBS, PDS, NAOP etc. of the District are sent to the Chief Minister Secretariat, Govt. of Assam.

4.  MPLAD & MLALAD :  Details of fund  provided by the MPs & MLAs for Local Area Development Schemes are stored in computer of  NIC  and necessary reports are generated whenever required. It is also available in District Website. Recently software developed by Ministry of Statistics and Programme implementation( NIC Unit), GOI is downloaded by NIC, Karimganj along with input proforma( NIC personally distributed input proforma in presence of DC, Karimganj in DDC meeting ) and installed in the machine of concerned Branches. Data entry is also done in the website of Ministry of SPI, GOI( http://mplads.nic.in)

5.   N.R.C.: As per Government order, Scanning of Electoral Roll of 1966 & 1971 are completed. NIC Karimganj has been
                involving for the preparation of NRC databases.

IX.     AISES ( All India School Education Survey) : Data provided from Inspector of School, Karimganj are entered in the computer of NIC Karimganj. NIC was actively involved in this project for back up of data and giving necessary training to the staff of IS, Karimganj for data entry and report generation. The project is completed and computerized data was sent to the Coordinator, NIC Assam State unit.

X.       Habitation Survey of PHE : NIC downloaded habitation software developed by NIC, HQ and made available to EE, PHE, Karimganj. NIC imparted training to five (5) nos. of staff of PHED for data entry and different tools. Data of Habitation survey done by PHE, Karimganj in their own machine with technical support from NIC. All data collected and kept in the computer of NIC Karimganj. Data entry is completed now and computerized data sent to the Coordinator, NIC Assam State unit.

XI.     Training :  A good number of staff and officers from different offices of Karimganj District viz. DC’s office, DFDO, DI & CC, PHE, Addl. CMO, Treasury, S.P. Office, PWD(R ) , DRDA, Zilla Parishada etc. are trained for specific project time to time.

XII.    District Website : The official website of Karimganj District (http://karimganj.gov.in), launched in January 2001, was one of the oldest District website of Assam. The website is designed and developed in NIC Karimganj. The website is well described the varied culture and tradition, history and geography, facts and figures, efforts for developments, resources and handicaps, matters of general interests of Karimganj District. NIC has been taking self-initiatives for website updating and trying to incorporate recent data received from District Administration time to time.

XIII.  MNIC Project :  NIC, Karimganj has been involved with this National Project implemented by NIC, HQ. and RGI at Sub-District Patharkandi since beginning. A no. of times DIO visited the site for different purposes as per order of Deputy Commissioner, Karimganj and also with the officers of NIC, HQ.

XIV.   NICNET Service : NIC has been giving NICNET services to the District Administration. Information and all important messages come for District Administration are collected and submitted.  District Administration sends e-mail to different authorities through NIC mail service. NIC has been giving this NICNET services to other departments like Agriculture, DI & CC, PWD(R), DRDA, Treasury, Addl. CMO etc.

XV.    D.T.O. Project : Computerization of license & registration process of DTO, Karimganj is going to implement for which NIC, ASU has developed necessary software. NIC, Karimganj has constant touch with DTO, Karimganj for site preparation and communicate with concerned authority for machine delivery. Delivery of machines is under process, NIC will have to provide software support after system installation.

XVI.  IDRN Database : IDRN( India Disaster Resource Network) data collected from different line department and uploaded in the website of Ministry HRD, GOI ( http://idrn.gov.in).

XVII. CICs in Karimganj District : All the 7 (Seven)  CICs under Karimganj District started functioning from 17/08/2002 and are running smoothly. The response from the local people are found to be very good. Resources of the CICs are utilized by local people for collecting information in different fields such as examination result, recruitment results, e-mail, geographic info., medical info., employment info., various government schemes info., used TV for receiving web cast. Local students participated in courses prescribed by IGNOU and DLCC having duration of 1 month, 3 months, 6 months and short term Internet awareness programs. All technical problems faced by the operators are reported to NIC, NIC, Karimganj and necessary steps for rectification are made by him. For implementation of ASHA project NIC is in constant touch with CIC Operators.

XVIII. Creation of Local Databases: Steps has been taken for creation of some important databases e.g. NFBS, NMBS, NOAP, Randhanjyoti scheme. Already some databases are created and uploaded in District Website so that people can easily get those data. Thus all important information will be available in District Website after getting authentic data from Department.

XIX.   Property Registration :The plan for computerization of Registration process in all the five Sub-Registrar offices in Karimganj District is being prepared. Necessary software for this purpose is already developed by NIC.

XX.    Video Conference :The VC studio in DC’s office, Karimganj which is maintained by NIC Karimganj is running smoothly. Few important VC sessions already conducted where DC, Karimganj and SP, Karimganj participated recently. More VC sessions are going to held amongst bureaucrat.

XXI.   Automated Employee Database Project: Automated Employee Database Project  under AGPRMP (Assam Government Public Resource Management Programme) is going on in the District and it is in the Completed State.All the Detail of the Employee in the District in DDO's wise and collected and stored in the database.

XXII.  E-Court Project:  NIC, Karimganj is involve in the implementation of E-Court Project. Already 9 Laptops are distributed to Different

         Judicial Officers of Karimganj. NIC's DIO is a member of District Level Monitoring Committee of E-Court Project to implement the project in the District. Site Selection and preparation is going on.

XXIII. IDSP (Integrated Diseases Surveillance Project): NIC is involved in the Implementation of IDSP in the District. NIC's DIO is a Member in District Surveillance Committee for this project. Site is already identified and Site preparation is going. NIC will be coordinating with the Installation of Hardware and providing IT support to the project and its day to day operation in coordination with the Data manager and Data entry operator of IDSP.

XXIV. CONFONET (Consumer Forum Network) Project: NIC is involved in the implementation of Confonet Project in the District. The Project is already running and TPS has joined . NIC is in constant touch with TPS for any IT related issue.

XXV .DoP Project (Department of Postal Office) : Under Networking of Post Offices Project, Department of Post , Karimganj District was provided a Broad Band Internet Connectivity using the Leased Line of NICNET.
